Are we Back to 1962?

As the world drifts slowly towards another Cold War people are rightly scared, but is there really a need to panic build a nuclear bunker in the place of your shed and stock up on long life milk and tinned goods?
A short survey in the local pub, the perfect measure of course, showed 78% of over 30's and 61% of under 30's accurately identified the first and only country to launch a nuclear strike. It was of course the Americans, the horrific images in the aftermath engrained in the memory of any a witness. Now, the reason for the confidence that, although we may enter a second Cold War, the war itself will not be nuclear is based on the following points. Firstly, no-one has the stupidity or bravado to trigger the nukes first. America did not, will not want the negative associations and although North Korea do seem to have the capability it remains an untested, unconfirmed capability and all we have to go on is western media's portrayal of the secretive state.
Secondly, there is too much pressure and scrutiny on the world leaders, in a modern 140 character world anyone seen to be supporting a pre-emptive strike will be trolled into submission. It's a political hot potato that no one wants to burn their hands on.
Lastly, there are far more effective weapons, they have a more devastating impact on a more localised scale. Instead of bankrolling a bunker or defrosting your nan's questionable stew that's been in the freezer since 1985 go to your local, enjoy a beverage and look up in the loft for your grandfather's evacuee log book and gas mask.
